Please see this email from the Police Department’s Legal Advisor to District Captains requesting community support. There is a very short window of opportunity to respond.

Subject: Support for Enforcing Quality of Life Crimes by Police

As you may know, the plaintiff's counsel in the (Bailey Case) is pressuring the police department to cease enforcing quality-of-life offenses. This directly contradicts what Philadelphia communities are requesting from the police department. I’m forwarding to you the attached declaration that Avenue of the Arts just received from Officer Jesse O’Shea Community Relations Officer, 9th District, of the Philadelphia Police Department. Officer O’Shea is requesting our immediate support and action by Monday. The declaration states you support police enforcement of Quality of Life offenses. The declaration does not take a side the lawsuit, it is just asking the judge in the case not to stop the police for enforcing quality-of-life laws. If you agree with the declaration, please fill it out and send it to the two email addresses below. You may also want to forward it to as many people and businesses as possible.  Email it back ASAP, Monday, April, 19 is the deadline. These affidavits will be submitted to the judge handling this case.
 
You may also include your personal thoughts. It's important to have support for this initiative as it directly affects the issues many of us are concerned about on the Avenue of the Arts.  The more signatures- the better. So please summon as many people and businesses as you can think of.    

Without the community support on this issue we are likely to get an order from the judge requiring the police to cease enforcing certain quality of life offences in Philadelphia. 

I apologize for the short turn-around time, but these affidavits are needed as soon as possible and no later than Monday, April 19th. The affidavits can be sent back directly to the Law Department to:

DECLARATION OF ________________________________________

1.  I, ___________________________________, state the following:        I live in the _______________________________________________ neighborhood of the City of Philadelphia.

2.   My neighborhood is situated within the _______________________  Police District. 

3.   I am a member of the ________________________________ community group/organization. (Please note if – not applicable).

4.    I support police enforcement of Quality of Life (QoL) offenses including, but not limited to, violation of noise ordinances, elimination of illegal off-road vehicles on city streets, public urination, smoking/possessing marijuana, open liquor containers, obstructing sidewalks, panhandling, littering, spitting, gambling, “trespass,” and minor disturbances, in my neighborhood.

5.   I have requested police enforcement of Quality of Life offenses in my neighborhood. 

6.   If the Philadelphia Police Department stopped enforcing Quality of Life  offenses, I believe my neighborhood would suffer and become less safe.
