In 2021, City of Oakland's Oakland Animal Services (OAS) staff Director Ann Dunn and Deputy Director Benjamin Winkleblack had invaded my privacy blatantly by giving my animals' medical and other records to Tri City Animal Shelter, Fremont Police Department and City of Fremont in California without any legal authority. The police are willing participant in the gang stalking of some persons they retaliate against. They are connected to my next door neighbors men in Fremont and so many other flying monkeys gang stalkers in California and to City of Oakland doing these crimes and daily round the clock terrorism against me. My neighbors' mother is or was a City of Fremont employee and is in cahoots with FPD, FBI to harass me indirectly by her 2 sons tenants and other 2 renters men. OPD and other police departments in their gang and federal operatives are scheming how to do what and when to me along with deep state criminal part of the government. They are using drones, satellites and energy weapons on me criminally and put me to sleep and get in my home day or night. EVERYDAY! They use facial recognition system from drones, satellites and vehicles to follow me. I wake up with darn physical injuries. I may have been implanted with a microchip or something already as when I walk I get followed without a phone or car with me. OMG are these people even at all sane? NO! OPD and FPD both have drones, facial recognition software and military grade weapons. I researched. Read on Blaze Media more how energy weapons are being misused by police and US Military often. They are using eavsdropping weapons on me also as my neighbors react to everything I say in my home. I see them pointing devices to my windows from their home. Tri City Animal Shelter's Manager Kelly Miott just decided to order my animals' medical records and OAS gave it to her in 2021 and even later.  Kelly Miott use to work at Oakland Animal Service in California so she had back office connections with staff there. 

My animals' medical records and my information as its customer are subject to protection of California privacy laws. It is protected under patient-client medical privilege. It required a search warrant.

By making some records request in 2021 onwards, I was able to discover how City of Fremont's Tri City Animal Shelter's (TCAS) Kelly Miott was giving misleading and utterly false information about me as its customer to City of Oakland's Oakland Animal Services' Director Ann Dunn and Deputy Director Benjamin Winkleblack. Her goal was to bias them and have them deny services to me. Both agencies failed to show any ethics and regard for the law and kept giving my records to each other reciprocally. This abuse of government power is rampant in City of Oakland.

I filed grievances with City of Oakland then City Administrator Edward Reiskin, City Attorney Barbara J. Parker and even Human Resources' Manager Mark Love exercising my First Amendment right to free speech and redress my grievances with my government, which City of Oakland is part of. 

Instead of ever following any professionalism, ethics and City's own policies and procedures to even acknowledge, properly respond and investigate my grievances, City ignored them mostly and immediately began retaliating against me.  First they began by failing to return my calls, then they ignored my emails and then they put Oakland Police Department and City's gang staff to follow me whenever I entered in Oakland which means they were hacking my cell phone and tracking me unconstitutionally to know where I was at all times violating my 4th Amemdment rights. My devices were all showing blatant signs of being hacked. Keep in mind police can access our devices anytime just like they do when we call 911. In my case, they did that without me calling 911. I even reported that hacking to OPD and FPD then, but they totally refused or neglected to investigate it.  They knew who was behind that hacking; they themselves as a police gang.

Whereever I went to Oakland like in May 2022, these marked OPD and City of Oakland vehicles began hovering around me everywhere. They sent the army of City vehicles after me and it was too obvious.  They sent their entire city's different divisions to stalk me.  A few times, I ignored it but when it happened each and everytime and all hours of the day I entered Oakland, it confirmed I was under their attack. I want Oaklanders to know how their valuable taxes these some corrupt government staff waste following me out of vindictiveness and retaliation. If it could be me today, it could be you next too.

They did that from 2021 to present.  When I got robbed, assualted, battered, threatened, harassed, gang stalked and even kidnapped for a while and contacted OPD 911, they did not even care to dispatch the officer immediately or at all.  Later I learned that all those criminal attacks were planned by conspiracy of OPD and FPD.  Neither ever tried to investigate any crime against me even when a few times I gave them photos or videos or witnesses evidence of it.  While I waited for an officer to come and take my report, OPD was stalking me clearly but never stopped to respond to my 911 call.  I once got tired of waiting for them so I flagged and stopped one of their stalkers officers' cars and asked them to take my report. Both those officers clearly were not wanting to document or investigate it and began mistreating me.  One stupid officer looking at me asked me if I was a "male".  I think I gave him some response asking him if he would ask his mother if she is a male or female looking at her.  That is the quality of OPD officers they want me to know?

They made zero effort to follow up on suspects and wasted my time.  I noticed even when I called 911, my phone's wifi calling feature was always turned on by my hacker to listen in on my calls and to track me.  Wifi calling can be used by hackers to eavsdrop on callers calls and to track their motion too, see this article by scientists.

I got those OPD officers' business cards with a report number.  Those were stolen later in burglaries from my home along with those public records that I had obtained before from City of Oakland that showed how corruptly Kelly Miott and Oakland Animal Services were plotting against me and scheming to blacklist me. How do you imagine, any random burglar would come to my home to steal such papers? It told me who was after it, OPD and FPD at minimum. 

Repeatedly OPD did not want to show up to take my report.  They also refused to let me file the report online or by phone saying no I had to file it in person only.  I want City officials to change OPD's such policy if it exists even.  It forces public to get racially profiled and harassed in person. 

What later dawned on me that everytime I became a victim of crime there and was held up for police to arrive, I returned to a burglarized home.  In those burglaries my animals were beaten, killed and drowned even and lots of my records and personal property like SD cards, flash drives, notes, Police's business cards with any report numbers and other things were often stolen.  I suspected Fremont Police Department and Union City Police Department in it as they both had allegedly done a lot of crimes against me already in retaliation of me having filed some police misconduct Internal Affairs complaints against them.  However, it became clear to me that actually OPD was also involved in their own retaliation and had been sending their operatives to attack my home. It appeared like an obvious collusion between many police departments. They had been scheming against me since 2021. I saw the obvious connection.

Now, I had gotten some public records from City of Oakland back in 2021 and 2022.  When I sued City of Fremont by 2023 for violating my civil rights from a 2021 incident with them, City of Oakland and Oakland Animal Services began denying me of public services as they knew they would be witnesses in that lawsuit.  Their testimony if given truthfully would incriminate Fremont Police, Tri City Animal Shelter's Kelly Miott and OAS themselves so City of Oakland's OPD's Records Clerk Alisha Banda  failed to produce records that I had requested.  The records that had evidentiary value against them all, City of Oakland now started denying by lying they could not find. These people have record retention policies and they are violating it in hiding public records from me. In the meantime, my police hackers kept deleting ajd stealing my prior records and evidence against them.

FPD, OPD and their gang are incarcerating me in my own home by disabling all my vehicles repeatedly, breaking in as I walk away from my home every darn time as my neighbors come in and by killing my rescues to make it impossible for me to head anywhere to protect them and this way I cannot pursue my lawsuit. Then by hacking and wiretapping/eavsdropping they control my evidence and ability to communicate with others. They disabled and erased my 30+ phones in these years. It is NSA, CIA and FBI level of hacking going on here folks trust me. There are more operatives too hacking my devices than police but they all are a gang of our government.

With daily invasions by putting me to sleep using drones and energy weapons they steal my everything constantly. This is my reality. A sheer nightmare. City of Oakland is involved in this deep state abuse of power. 

Now period to purge those records has not passed yet City of Oakland and Oakland Police Department's Record staff is refusing to give it.  Oakland Police Department's Records staff has been so unethical that they do not even return my calls.  I contacted OPD's Record to make other oral public records requests and again they totally fail to respond violating California Public Records Act, CPRA, which allows a public member to make oral records request to a government agency. I want City officials to stop this abuse. Now I am being prevented from submitting my public comments even to City of Oakland and some other corrupt officials by their lame excues. It violates my 1st Amendment.

In past 3 1/2 years City of Oakland, City Attorney Office of Barbara J. Parker, new City Administrator Jestin Johnson, Oakland Animal Services, Oakland Police Department, Oakland Police Department's Internal Affairs and Humane Resources all have acted so unprofessional and unethical that they defy in not producing any public record and fail to even respond to my calls or emails.  They have policies and procedures to timely address public member's concerns and complaints, yet they show complete disregard for it. Then how City writes on its website, they want public to speak up.

This goes to establish one how hypocrite are some of these officials, two how deceptive they are and three how they defy laws to protect themselves and their partners in crime like Fremont Police Department and Kelly Miott.

This is to expose how City government who is suppose to serve us public and follow the law violates public service's protocol and for self protection defies laws by refusing to produce public records and commits serious crimes even against some who dare to raise concerns.  They avoid transparency.

On one hand City of Oakland is so impoverish that it cuts staff positions and funding for Oakland Animal Services starting January 2025 and Oakland Police Comission but it does not mind wasting hard working taxpayers' funds in using police and city vehicles, gas and paid staff to definitely terrorize me.   

People must oppose any funding to OPD's Internal Affairs as its a corrupt, useless and completely fraud division of the City.
I urge people of Oakland to move for a complete overhaul of Community Police Review Board starting with firing of its Executive Director Mac Muir and its rude and corrupt intake and investigator staff who do not even show professionalism to call public members back.  These people are also part of deep state and operate as federal government's puppets to target some individuals who they want to bulldoz.

How many crimes these people need to do before some official will end this terrorism on me? How can I defend myself and my animals being put to sleep? I am made fully sick with these weapons. How dare they! 

The profile picture is of my deceased brutally killed cat male young rescue Damon who was beaten and poisoned in my own home by intruders which I know are connected to Oakland Police Department and FPD, FBI and their other gang stalkers of deep state. The police reeled in FBI into this mess to up the harassment and former Director Christopher Wray ordered and knew of it.  You know in more invasions they always came and kept deleting my media of their animal cruelty. This connected hackers to home invasions for me. 

City of Oakland's Oakland Police Department is under Federal Office of Inspector General (OIG) supervision for the corruption of not producing records, police abuses and more and they still are doing it.  It is time to get these officials exposed for their corruption and crimes. 

Make sure to not re-elect, hire or appoint these useless unethical fraud and destructive people to waste your taxes. They kill animals. They are trying to kill me as every night I am invaded and drugged and wake up to my home vandalized, evidence gone and rescues hurt and my food and water contaminated.

If anyone has any doubt in this petition, I can take a polygraph and will ask City of Oakland and Fremont's officials to do the same to prove if they claim they are innocent. Fremont Mayor and Council sit there and do nothing on this to save themselves from my lawsuit. 

As soon as I posted this petition here, my home got more violently attacked through invasions and  vandalism and my rescues got hurt. I called FPD to report it yesterday 2/11/25, again, but their officer never called me back.  This FPD dispatcher #16834 and many others mistreat me and does this to me and that is why later FPD denies my records requests for those calls.

I had just witnessed one of my neighbor's FBI "Commondo" man who I know is a snitch and spy of FPD, dump two cats near my home last night on February 11, 2025 and I told FPD dispatcher that and they ignored it. They know it is them. My neighbors' cameras should show this cat dumping evidence but of course police do not want to catch their own operatives.  That is how for three and a half years these people have committed "hundreds" of crimes against me and animals because hundreds of cats got dumped near me and hundreds of my altered released to their colonies got stolen or killed  but they never bothered to solve any of it. Guess why!

This is not interesting to media to expose to public but media jumps at if police feeds them some news. How independent of the media. Some ethical reporter will care to dig into it one day.

How many more cats have to be stolen, dumped and killed by some of these evil vultures of government before someone ethical will step in and stop it? Folks know if your cats are gone, they likely became entangled in this police serial animal cruelty and killings.  I am trying to prevent further harm to others. Do join me and protest against this. TCAS and FPD and OPD harasses public on feeding homeless starving cats out of kindness but they do these cat related crimes.

If you send me your lost cat's clear pictures via my Youtube channel, I may be able to figure if I found it dumped near me. Fremont, Union City, Newark, Oakland, Milpitas, San Jose, Hayward, San Leandro and San Mateo in California area hundreds of rescue cats of mine got stolen and killed only after 2021 when FPD and OAS began harassing and following me. I miss rescuing homeless animals. By clever design they have prevented me. It violates my 1st Amendment to do as I wish.

If any of you found altered cats dumped near you, please let me know too as one of my rescuer friend told me in 2022 that she and others began seeing altered ear tipped cats showing up in their cat colonies. I found one of my stolen from me rescue cat in San Jose by chance.

Many of my Oakland rescue cats got killed. I saw them suffer. Oakland Animal Services Ann Dunn and Benjamin Winkleblack did NOTHING to stop this cruelty because they were involved in it.
