Today many of us received a flyer from some council members saying that a yes vote on Tuesday is just to gather more information to explore alternatives. However, the resolution wording on the city staff report to proceed (if enough vote yes) does not mention researching alternatives.
Furthermore, according to the Smart Scale Guidelines, (p. 7, #9: http://www.ctb.virginia.gov/resources/2016/july/reso/5_Adoption_of_Revised_Policy_and_Approval_of_Guides_Implementation_of_a_Project_Prioritization_Process.pdf) "A project that has been selected for funding must be re-scored and the funding decision reevaluated if there are significant changes to either the scope or cost of the project, such that the anticipated benefits relative to funding requested would have substantially changed." It doesn't say anything about needing to proceed to 30% engineering or additional traffic studies. The traffic study we currently have was completed after the funding was received. Therefore, it follows that additional traffic studies would not be needed to re-score the project.
A "yes" vote on Tuesday will be to proceed with designing the cut-thru, regardless of what the flyer says. Please come to the meeting to protest this extension, and email council members too. Based on statements by 5 of the 6 council members, it looks like the project will go forward without overwhelming numbers of people to convince them otherwise.
