The applicant indicates the workforce housing component of the project will be integrated within the project with the market-rate units. If the full 30% WH density bonus is approved, the project will have a total of 237 units, of which 200 could be market-rate units and a minimum of 37 would be required as workforce housing.
The parcel is zoned CMU and thus has a base density of 19 units per acre. The applicant’s request to permit an additional 30% in density would increase the maximum permitted density to 32.5 units per acre or a total of 237 units.
The Sanctuary property has received several previous land use and zoning approvals from the City over the past 3 months as summarized below.
* On June 22nd, the City Council approved Ordinance No. 2016-11 on second a n d final reading which granted a small-scale land use amendment for the property from the Office Residential category and the Community Mixed Use category.
* On August 23rd, Ordinance #2016-12 was approved on second and final reading rezoning the property from the Industrial Commercial District to the Community Mixed Use District. A Pattern Book and Master Development Agreement for the proposed “Doral Sanctuary” project were also approved via this ordinance.
In addition, during the past year the City Council has added a workforce housing density bonus clause to both the Downtown Mixed Use (DMU) and Community Mixed Use (CMU) land use categories permitting a housing density bonus of up to 30% for projects in those categories that provide at least 2/3 of the bonus units as affordable to the local workforce.
The Council also recently approved Ordinance #2016-13 which created a new Article XVII entitled “Workforce Housing” in the City’s Land Development Code. This new Code Article is intended to implement the workforce housing density bonus provisions of the DMU and CMU land use categories.
