Citizen Petition for Safe, Regulated & Responsible Use of Stem Cells in Malaysia

The Issue

With the growing burden of chronic and degenerative diseases for which conventional treatment options are limited, stem-cell therapy holds immense potential for medical breakthroughs. Yet, despite its promise, regulatory and research support for the development and use of stem-cell treatments remains constrained in Malaysia.

This is a call for the Malaysian government and especially the National Pharmaceutical Regulatory Bureau (NPRB) to show leadership and support in this field. We urge them to:

  1. Establish Clear, Expedited Pathways for the evaluation and conditional approval of stem-cell therapies with established safety profiles.
  2. Support Public and Private Research into stem cell and exosome-based therapies.
  3. Improve Regulation of commercial stem-cell clinics to prevent misuse or misleading marketing of unproven treatments.
  4. Create a National Registry to monitor outcomes of stem-cell treatments in real-world and clinical settings.
  5. Enhance Public Education about the risks, benefits, and legitimate access routes for stem cell-based therapies.

According to a report by Grand View Research, the global stem-cell market size is expected to reach USD 15.63 billion by 2027, exhibiting a compound annual growth rate (CAGR) of 8.2%. This demonstrates a growing recognition worldwide of the potential inherent in stem cell therapies. However, Malaysia risks falling behind in this vital area of medical innovation without proactive government support and regulation adjustments.

Government backing is crucial not only to foster local research talents but to ensure that treatments developed are safe, scientifically validated, and accessible to those who need them most. Expanding regulatory support can accelerate clinical trials and innovations that could improve the lives of countless individuals and position Malaysia as a leader in cutting-edge medical research in Southeast Asia.
