Cincinnati Ohio, make outdoor cat owners accountable for providing food and water.

Cincinnati Ohio, make outdoor cat owners accountable for providing food and water.
The Issue
I have a cat in my neighborhood who's left outside to fend for herself, suffering as she is declawed and left without food and water. Going to and from neighbors homes unknowing where her next meal will come from. Uncaring owners are allowed to have empty water and food bowl with cat feces on the siding with leaves and branches to sleep on. In Ohio, not only can a cat be left to fend for themselves, but they can also be declawed when doing so, without no charges on the owner.
Ohio law allows you to take the cat when it is being neglected and notify the owner. I did just that and contacted an agency. After a quick visit to the vet, the cat exhibited trouble walking, though showed no sign of disease. The next morning I received a call from the owner, harassing me about the cat she cared so greatly for but failed to provide adequate care. I immediately called the SPCA of Cincinnati to make a complaint. I met the animal control officer, he stated what the lady was doing WAS NOT against the law. No law in Ohio, City of Cincinnati nor Hamilton County forces owners to provide a cat food or water outdoors and being declawed doesn't make a difference.
I am asking for the City of Cincinnati to help. Cat owners should be held accountable for food and water. Please contact Council members as well as the mayor.
