

Thanks for all your support, and we're making progress. However, it’s been over 30 days since the City of Jacksonville Beach issued a notice of “voluntary compliance” to The Discovery School on December 9.
Since that notice, residents have continued to observe daily operations and review public records related to the school’s requirements for safe operation in a residential neighborhood. Unfortunately, the conditions necessary for community safety and quality of life remain largely unaddressed.
What residents continue to observe:
- No consistent crossing guards during drop-off or pick-up
- A community-led review found law enforcement present at roughly 50% of afternoon pick-ups, despite representations by the school’s administration
- Continued failure to follow required staggered drop-off and pick-up times as outlined in its conditions for approval
- Ongoing after-hours activity, including maintenance, equipment use, and lighting in a residential zone
- Parking lot grading, construction activity, and other site work without any clearly posted or updated permits available in the public system
On December 19, traffic conditions reached one of the worst levels our community has experienced in recent months. Roads were congested in multiple directions, sidewalks were blocked, and there was no law enforcement presence.
Our review of public records has also raised broader concerns. Discovery previously represented that enrollment would be limited to approximately 230 students, yet enrollment has increased by more than 50% above that level. The school increased enrollment well beyond its stated cap without consulting the Jacksonville Beach Police Department about the safety impacts, despite prior warnings about congestion in our low-density, residential zone.
In addition, the school’s conditional use approvals expired in 2022, while construction and expansion activities have continued. Residents have also identified significant deviations between site plans approved by the Planning Commission and the current configuration and use of the property.
We have further identified a critical public safety issue: 15th Street is not simply a neighborhood roadway. It functions as a key arterial route for emergency responders and provides secondary access to Baptist Beaches Hospital. There is no alternate route that would not significantly delay emergency response times.
When traffic becomes gridlocked multiple times each day, emergency access for hundreds of residents is compromised. The potential addition of an athletic field, with evening and weekend activity, would further intensify congestion during hours when staffing, enforcement, and visibility are already limited.
We are calling on:
- The Discovery School, a private institution that pays no property or revenue taxes, to come into full compliance with the conditions governing safe operation in our community
- The City of Jacksonville Beach to enforce those conditions consistently, transparently, and without delay
- A public hearing to allow residents a voice in decisions that directly affect our safety, quality of life, and neighborhood infrastructure
Our children live and play in this neighborhood. Families walk these streets every day. Many residents called this community home long before the school existed. We will continue to document, engage, and work with city leadership to find solutions that protect safety, emergency access, and quality of life.
Thirty days have passed. The time for Voluntary compliance is over.
Our safety matters. Our neighborhood matters.
We deserve more. We deserve accountability, transparency, and enforcement.
