Currently children over the age of 12 are criminally responsible in Scotland.  However when they commit assaults/ GBH all the police do is give them a warning. Even if they are charged it means nothing as there is no punishment. They are protected and their victims are left to continue to suffer. I am aware of cases of gangs of teenagers carrying out attacks on other children and often punching and kicking their heads which is extremely dangerous. These teenagers need to be made accountable for their actions and punished appropriately to stop them. Also parents/ legal guardians should be held responsible. Protect the victims not the bullies!
