The Issue

There is a growing crisis in our communities: individuals convicted of crimes against children are returning to neighborhoods where families live, learn, and play. Too often, the justice system imposes consequences that do not reflect the severity of these offenses, leaving citizens feeling unheard and unprotected. The safety of our children—and the stability of our communities—requires decisive action. Children deserve more than partial justice. Yet in some cases, individuals accused or convicted of serious crimes against minors receive reduced charges or sentences that fail to reflect the severity of the harm.

Recent cases—both within Utah and across the country—have drawn attention to this issue. Individuals accused of prolonged or severe abuse have, at times, accepted plea agreements that reduced charges, eliminated registration requirements, or resulted in minimal jail time relative to the nature and duration of the offenses. These outcomes are deeply troubling to victims, families, and community members who expect the justice system to respond proportionately to crimes against children.

Plea agreements can play a role in the justice system—but without clear limits, they can lead to outcomes that leave victims unheard and communities unprotected. In certain instances, charges have been reduced in ways that allow offenders to avoid sex offender registration or serve minimal time, raising serious concerns about consistency, transparency, and public safety.

These outcomes are deeply troubling to families and community members who expect accountability when children are harmed. When consequences appear inconsistent, it can discourage victims from coming forward, weaken public trust, and leave communities without clear awareness of potential risks.

We are calling for common-sense reforms that protect children and strengthen accountability:

  • Establish mandatory minimum sentences for the most serious crimes against minors, including cases involving force, coercion, exploitation, or repeated abuse.
  • Set clear limits on plea agreements so charges cannot be reduced below defined thresholds for serious offenses.
  • Require written justification and judicial oversight for any plea deal involving crimes against children.
  • Ensure mandatory sex offender registration when the underlying conduct meets legal criteria—no exceptions through plea deals.
  • Increase transparency by tracking and publishing data on plea agreements in cases involving minors.
  • Guarantee victims’ rights to be notified and heard during plea negotiations, sentencing, and parole proceedings.
  • Implement enhanced financial penalties for qualifying offenses, with funds directed specifically toward victim support services, counseling, prevention programs, and community safety initiatives.

These reforms do not remove legal discretion—they ensure it is applied with accountability and consistency, with the safety of children as the top priority. Every child deserves protection. Every victim deserves to be heard. Every community deserves transparency and safety.
