The first direction emerges from SC directives to HB to deposit their dues and create a cash reserve in the system to kick start the construction finish to issuing possession letters to buyers. With SC assuring HB of complete safety of their money, it is a welcome initiative to progress further. However, I appeal to Union Finance Minister as well as Honourable Chief Justice of India that while we appreciate your directives, refund seekers seem to be left out. With projects delayed by 10 years or more, many home buyers have become senior citizens now and several may not be in a position to block funds and hang around for next 3 to 5 years. They might want a refund of their principal immediately as they are too stretched already and expect the compensation as per BBA executed with builder over the next 3 to 5 years and be done witrh this pain forever. With cash availability as NIL, co assets not being sold and funds completely milked away by Cheat Builders many of whom are in jail, no mechanism of getting back the siphoned money. how will this situation be addressed. Honourable Union Finance Minister-such an exercise for all pending projects will necessitate a creation of an appropriately sized stress fund.
