DISTRICT 6 – PHASE 3 7 December 2017 A few days ago, members of the DISTRICT SIX PHASE 3 SUPPORT GROUP passed the construction site in District Six and we found no construction activity at the site. This has been happening for the past few weeks, if not months, and Minister Gugile Ernest Nkwinti, the Minister of Rural Development and Land Reform, and his department, have not been held accountable, either by our government or national Parliament. The tender was given to Fikile Construction, a Johannesburg based company (God alone knows why it was not given to a locally based Cape Town company??). See: http://www.fikile.co.za/#company-2 http://deltabec.com/blog/delta_projects/title-of-project-11/ After I contacted the local contract manager of Fikile Construction in Cape Town, he informed me that he was not at liberty to speak to claimants at all, and that I should direct all my questions to Minister Nkwinti, the Minister of Rural Development and Land Reform, which I surely will do. In fact, if I have the opportunity to meet the Minister myself, I would like to ask him the following questions: 1. Why has the construction at Phase 3 of District 6 come to a grinding halt? 2. Has your department run out of money? 3. Are you behind with payments to Fikile construction company, and if so, by how much; 4. What was your budget for Phase 3 in District 6? 5. Have you gone over budget and if so, why? 6. How long will the delay be on Phase 3? 7. What criteria will be used to select claimants from the group of 1,200 to be given a house from phase 3? My experience with this minister is, he would, like before, ignore my questions and emails to him, but I will nevertheless try. It is high time that the opposition parties in Parliament ask him these questions and that they hold him accountable.
