Change the City of Goleta current policy of allowing people to live in public spaces

The Issue

“For the record, our current City policy on people living on publicly owned spaces is that we will not forcibly clear encampments that are occupied. If the site is abandoned and on City-owned property, we will clear the site. This policy will be under review and may be discussed at a future meeting. Our next scheduled Homelessness Issues Standing Committee is on February 25th from 2:00 to 3:30 on Zoom (or in person). At this meeting we may discuss our encampment policies, however, the agenda is not yet finalized. As with all Goleta public meetings, you are welcome to come and express your concerns at public forum.”

To protect the safety of our city and citizens we should rewrite this city policy to allow enforcement to forcibly clear encampments even if they are occupied, especially when in proximity to public road/railways, parks, schools, churches, neighboring family homes, and local businesses…

Has anyone else noticed more transient individuals in the Winchester Canyon neighborhood area lately?

I tried alerting the City of Goleta already but city leadership has been slow to respond and the Homelessness Services Coordinator, Chuck Flacks, stated the issue would be resolved promptly but as of more than a week ago it is still open and they both have fallen unresponsive now…

Also, he stated that at least one transient individual has been residing there with the city’s knowledge for many years — and that the city has known this but they refuse to do anything more about it.

This seemingly illegal encampment is visible from the street of Calle Real, (not my home) but other neighbors homes, the 101 freeway, railroad tracks, other businesses (like the 7/11 & that center down the street), and most importantly local schools/parks nearby as well.

I plan to send this petition back to City Leadership to keep our town and citizens safe, please sign and participate if you so choose - no worries if not.
