Change land use on Bailey Road

The Issue

We support a revision of the 2023 Land Use Plan to remove Business Campus use along Bailey Road.The proposed "Business Campus" use impacts 17 properties totaling 209 acres. 164 acres are largely undeveloped. Hundreds of people who live along Bailey Road, use it for their daily living, work and play at Bailey Road Park want to see the land used to complement not congest Bailey Road.

  • The Business Campus land use designation impedes the growth of our parks and recreational opportunities per the Town of  Cornelius Comprehensive Parks and Greenways Master Plan 2015– 2025.
  • Defining the land use for commercial purposes will add to traffic issues, present unsafe conditions for young (school) and senior drivers (55+ adjacent neighborhoods) and ruin the scenic byway conditions on the East side of Cornelius.
  • One 36 acre parcel used as farmland is currently for sale. The property is zoned Rural Preservation. Using it for land use other than this requires a lengthy rezoning impeding the sale for park use. 
  • The Bailey Road area (East of NC115 Old Statesville Road) has grown enormously since Business Campus use in the area was envisioned. The character and identity of the area is rural, educational, recreational and residential in nature.
  • Bailey Road itself is mostly a narrow two lane road with one signaled intersection and a lot of school traffic during the school year. Business Campus use will add congestion, pollution and disruption to the peaceful green identity of the area. 
  • A recent application by a commercial developer to put a large industrial flex space facility on 36 acres of rural farmland was marketed as meeting the Land Use Plan guidelines for Business Campus. The application was withdrawn amidst an outcry from hundreds in the area.
  • In the petition signed by hundreds and in public comments, many called for the 36 acre parcel to be used as a park. 
  • The Town's purchase of the property is consistent with the Town's 2015-2035 Parks Master Plan.
  • It is only a matter of time before the next "Business Campus" applicant surfaces along with others to pave over these 209 acres.
