Change equine law in Florida for better horse welfare

The Issue

As an equestrian and horse lover, I've watched with growing concern as some horse boarding facilities and horse owners in Florida fail to meet even the basic health and safety needs of animals in their care. It's an extremely heartbreaking situation, not just for myself but also for the other countless people who entrust these facilities with the well-being of their beloved horses. We need to advocate for changes in the current laws to ensure horses receive the respectful and comprehensive care they deserve.

Currently, regulations regarding horse welfare and care standards primarily focus on the most basic needs: food, water, and shelter. However, this narrow scope leaves significant gaps in protection that can lead to neglectful, albeit not overtly abusive, practices. Horses have unique and specific needs that extend beyond the basics. When boarding facilities fail to comply with these standards, it puts the health and well-being of their animals at risk.

Numerous cases have surfaced where horses have been left with toxic water and poor-quality hay, leading to illnesses like colic, which is a painful and potentially fatal condition. Horses are left unprotected against harsh weather conditions, when multiple vets and equine services highly suggest that when a horse gets shaved (full body clipped), they are more susceptible to illness or injury, and a lot of full care boarding barns don't even blanket their horses when it gets below 40, that should be a law-espescially if the owner wants them to be blanketed and there not. Furthermore, when many barns don't provide horses with adequate turnout time, it can lead to joint problems and the development of bad habits due to boredom and inactivity.

We propose a strengthening of current equine regulations to include more comprehensive care standards. This includes ensuring the water provided is safe to drink and free of blue-green algae, the hay is of high quality and free from contaminants or molds, and that horses have appropriate protective measures against harsh weather conditions, such as blanketing during cold, rainy days, specifically when they are fully body clipped. Additionally, adequate daily turnout time should be mandated to maintain the physical health and mental stimulation of these creatures, unless weather conditions dictate otherwise.

By enhancing these standards, Florida can set an example of excellence in horse welfare, ensuring the animals in these facilities thrive in a safe and nurturing environment. We urge Florida legislators to review and revise equine welfare laws to better reflect the needs of our horses.
