The Issue
Why This Petition Matter
Every year, thousands of aspirants prepare with dedication to appear for UPSC exams — one of the most prestigious and competitive examinations in India. But many deserving candidates are being denied a chance not because of merit, but because of an illogical and outdated rule:
🛑 The age eligibility is based on 1st August of the exam year — even though the exam starts months earlier.
Here’s what’s unfair:
The UPSC Civil services Preliminary Examination is usually held in May or June, but the age eligibility is calculated based on 1st August of the exam year — even though the Preliminary Examination is usually held in May or June.
This means that by the time the 1st August cut-off is applied, the Preliminary Exam has already been conducted, and the recruitment cycle is well underway. As a result, many aspirants are denied a fair attempt, even though they were well within the eligible age when they actually sat for the exam.
The Ask is Simple — Not to Increase Age Limits, But to Use a Fairer Month
We are not demanding relaxation or special privileges. We are simply requesting a logical correction:
🔁 Change the cut-off date from 1st August to:
- 1st January of the same year (as already done in Engineering Services Exam), or
- The month in which Notification is held — usually Febrauary
This change will ensure equal opportunity, fairness, and consistency.
Even Other UPSC Exams Use Different Cut-off Months
It’s worth noting:
- ESE (Engineering Services Exam) uses 1st January.
- CDS and NDA use 1st January / 1st July.
So why should CSE, IFoS, CMS, CAPF, and other exams use a stricter 1st August, especially when it penalizes people before the process starts?
This Petition is About Justice, Not Just Policy
Thousands of aspirants are affected every year. Their future is cut short due to a technicality, not capability.
With a minor administrative change, UPSC and DoPT can make a huge difference — without affecting the exam process or standards.
