The Issue

As per the Prevention of Cruelty to Animals Act, 1960, subjecting any animal to unnecessary pain or suffering or treatment is a punishable offence. 

The punishment for committing an act of cruelty towards any animal is extremely low. 
Under section 11 the fine for the first offence is ₹50 and for the subsequent offence the fine is between ₹25 to ₹100 or an imprisonment up to 3 months or both. 

There is no deterrence in law due to which cases of animal cruelty are on the rise. The laws for animal welfare need to be stricter and the fines need to be revised to a minimum of ₹50,000 to prevent unnecessary harm towards animals and to evoke a sense of fear in any person who tries to do so.
