The Issue
This petition calls upon BC Housing and the Province of British Columbia to immediately review and reconsider the contract with Atira Property Management for the operation of 3235 Flint Street, Port Coquitlam.
Residents and members of the surrounding community have raised sustained concerns regarding safety, security, and overall management of the property since 2023.
These concerns include repeated incidents involving criminal activity (thefts, assault etc), violence, drug-related behavior, and frequent police attendance, alongside a lack of visible and effective preventative measures.
Between March 20 and March 24, 2026, a series of serious incidents further highlighted systemic deficiencies in building management and emergency response.
These included significant flooding that resulted in extended disruption to essential services, as well as a carbon monoxide exposure event on March 21, reportedly linked to contracted work on-site. These incidents raised urgent concerns about contractor oversight, emergency preparedness, communication with residents, and the adequacy of health and safety protocols.
Despite these risks, critical safety infrastructure and procedures appear insufficient. Basic measures commonly expected in multi-unit residential buildings such as comprehensive CCTV coverage, consistent monitoring, and clearly enforced safety protocols, are either lacking or ineffective. The absence of these measures contributes to an environment where preventable incidents continue to occur.
The issue is not limited to isolated events but reflects a broader pattern of reactive rather than proactive management. This has materially impacted the well-being, safety, and sense of security of residents, while also affecting the surrounding neighborhood.
Given the seriousness and frequency of these concerns, there is a clear need for an independent review of current management practices and consideration of alternative property management that can demonstrate accountability, transparency, and a consistent commitment to resident safety.
We urge BC Housing and the Province of British Columbia to take immediate action to investigate these issues, implement enforceable safety standards, and ensure that the management of 3235 Flint Street meets an acceptable standard of care.
