Case Saba & Bora:Petition for Investigation into Animal Cruelty in Liberty County, TX. , C

The Issue

We, the undersigned, respectfully request that the Liberty County Police Department,  the Liberty County Sheriff’s Office, the Cleveland Texas Police Department and/or  the Houston SPCA   conduct a full and immediate investigation into the illegal discharge of a firearm and intentional act of animal cruelty that occurred at Morgan’s family property.

Saba and Bora are two dogs who were abandoned several months ago. Despite this, they have been peacefully cared for by compassionate neighbors within the cul-de-sac community. Residents take turns feeding them and ensuring their well-being. These dogs are friendly, non-aggressive, and remain within the cul-de-sac area, posing no threat to anyone—including neighborhood children.

On the day of the incident, an individual identified as David—who does not reside within the cul-de-sac—entered the area without cause. He deliberately sought out the dogs at Morgan’s property, called them out, and discharged a firearm with the apparent intent to harm them. All this happened while Morgan and her young child and dog, were nearby and fearing for their lives. 

As a result of this violent act:

Saba was shot twice
One bullet passed through the left side of his face
Another entered through his left shoulder and became lodged near his spine
While his spine was not damaged, his shoulder suffered a fracture.

Saba is currently under veterinary care at Porter Animal Hospital under  The ZOEY Group, a 501c3 non-profit organization,  and will remain there until he recovers from these serious injuries. You can visit our rescue group on social media outlets for updates on the health of the dogs. 

This was not an isolated concern—it reflects a growing pattern of animal abuse in our communities. Such actions are not only inhumane but also pose a serious threat to public safety.

We are calling on the communities of Liberty, Montgomery, and Harris Counties to stand together and demand accountability.

No animal deserves this level of cruelty—

not after being abandoned,

not at the hands of a violent individual,

and not through the silence of a system that fails to act.

Saba and Bora deserve justice.
