Make Canada Post train mail carriers how to react to dogs.

Make Canada Post train mail carriers how to react to dogs.
The Issue
Canada Post, currently has no training in regard to pets and mail delivery. According to them, the individual carrier has the right to refuse mail delivery to any property based on their own discretion. I believe that they should absolutely retain that right, but after an incident with my own dog, I have found out that they allow carriers with no training and no comment on whether they fear dogs or not to deliver mail and react to dogs however they see fit. In my dogs case, he was flailed at and hit in the face with mail, obviously causing him to go from barking at the stranger on his property to jumping at the delivery person. This is in a community with approximately 30,000 dogs, from a company claiming 500 dog bites a year Canada wide, but rather than creating change within their company policies they have chosen to put onus on the dog and dog owner to ensure that the dog is either “locked up” or non reactive to a stranger in their own property. They make absolutely primitive suggestions like tethering your dog between the hours of 9 am - 6 pm, or simply keeping them inside. Why are they disregarding the safety of their carriers and the safety of people’s pets rather than simple training techniques that are safe and effective at deescalating these events? Canada Post needs to redefine their training and realize that no matter how prepared anyone might be, dogs live in houses and go to the bathroom outside and occasionally you will run into one. How is that not a reason to teach people skills? Dogs should be given the right to exist on their own property.
