Canada Post Closure of Vic West Outlet Under Federal Investigation – Add Your Name

Our original petition, Stop the Closure of the Vic West Postal Outlet, gathered over 1,030 signatures in just four weeks, reflecting strong public opposition to Canada Post’s decision to shut down a vital and profitable service in our community. That support has continued to grow as new information has come to light.

On October 28, 2025, Canada Post permanently closed the postal outlet at Pharmasave Westside in Vic West. The outlet had served residents for more than 16 years, consistently ranked among the top performing dealer operated outlets, and generated revenue for Canada Post while being cost neutral to the Corporation.

Canada Post has since confirmed that this closure was not based on poor performance or cost saving measures. Instead, it was justified under vague “network management” plans. Through correspondence obtained after the closure, Canada Post admitted that the decision was made without any written analysis, market review, community impact assessment, or documented due diligence. No report, no study, and no service level evaluation were produced.

The impact on the community is real and ongoing:

  • Seniors, small businesses, and residents without vehicles must now travel at least 2 km to reach the nearest postal outlet.
  • A growing, walkable neighbourhood of more than 8,000 residents, with over 2,000 additional homes planned, has lost an essential local public service.
  • Canada Post has weakened its own retail network by eliminating revenue generating, cost neutral outlets, even as it reports significant national financial losses.

Since the closure, portion of the space has been repurposed and now provides UPS and Purolator parcel drop off and pick up services. While this helps partially fill the gap, it does not replace the full range of public postal services Canada Post removed from Vic West.

The closure of the Vic West outlet is not an isolated case. Similar dealer operated outlets have closed in Victoria, Vancouver, and other communities across Canada. These actions point to a broader pattern of service reduction carried out without transparency, public consultation, or accountability.

As a result of this case, the Office of the Information Commissioner of Canada has opened a federal investigation into Canada Post regarding its refusal to release records explaining the closure decision.

We, the undersigned, call on Canada Post and the Government of Canada to:

  • Disclose the policy and decision criteria used to close dealer operated postal outlets.
  • Account for decisions made without written analysis, impact assessment, or documented review.
  • Suspend further closures made under “network management” until a transparent and accountable review process is established.
  • Ensure future decisions align with the Canadian Postal Service Charter and the public interest.

This campaign began in Vic West, but it speaks to a national issue. Communities across Canada deserve transparency, accountability, and reliable access to public postal services.
