Call on Frisco City Council to Request a Formal Investigation into Visa Fraud

Call on Frisco City Council to Request a Formal Investigation into Visa Fraud
The Issue
In 2024, Governor Abbott, along with many city officials across Texas, Including Frisco’s own Ex-Director of Economic Development, Henry Whalen, flew to Mumbai, India for economic expansion opportunities in Texas. The companies they met with: Infosys, Cognizant, and others, are now the top H1B sponsors in the state.
After a city representative flew to a foreign country, the city council has deflected the issues of fraud and the impacted community to the Federal Government, as it is a federal issue. One could argue flying to a foreign country is foreign policy, which falls under Federal jurisdiction.
Now, after the exposed real estate fraud brought to attention at the last Frisco City Council meeting 2/17 (thanks to local agent Kelly S.) and the countless reports and investigations of fraud in other sectors from activists, journalists, and local investigators, we are calling on the Frisco City Council to adopt a formal resolution/request asking agencies like:
U.S. Department of Homeland Security
U.S. Immigration and Customs Enforcement
U.S. Department of Labor
U.S. Department of Justice
Texas Attorney General’s Office
to investigate visa labor/housing fraud in the city of Frisco.
Secondly, we are asking the city to request publicly available briefings, inviting federal and state agencies to exchange and present data on
- H-1B compliance
- Labor certification practices
- Local workforce impacts
As citizens we are asking for the opportunity to organize evidence and provide documentation (complaints, whistleblower info, procurement irregularities) for the city to forward to Federal/State investigators.
The city has the ability and responsibility as the local governing body to adopt a formal resolution and request action from higher government levels.
We respectfully urge the Frisco City Council to act now and formally request a state and federal investigation in the interest of transparency, fairness, and public trust.
