Call for the Review and Dissolution of the Iranian Canadian Congress (ICC)

We, the undersigned, respectfully call on the Government of Canada to immediately investigate the Iranian Canadian Congress (ICC) and, if warranted, dissolve the organization under Canadian law.

Background and Concerns

The Iranian Canadian Congress presents itself as a representative voice for Iranian Canadians. However, a growing number of Iranian Canadians, human rights advocates, and community members have raised serious concerns that the ICC:


  • Publicly echoes narratives and talking points aligned with the Islamic Regime in Iran

  • Engages in lobbying and advocacy that minimizes, obscures, or dismisses documented human rights violations in Iran

  • Fails to acknowledge or condemns inadequately the violent repression, mass arrests, executions, and systemic persecution of Iranians—particularly following recent nationwide protests

  • Does not transparently represent the views or interests of the broader Iranian Canadian community, many of whom are refugees and survivors of state violence by the Islamic Regime in Iran 

The Islamic Regime in Iran has been widely condemned by international human rights organizations for crimes including 2026's genocidal mass murders of Iranians, extrajudicial killings, torture, gender-based persecution, and crimes against humanity. Any organization operating in Canada that legitimizes, launders, or promotes the narratives of such a regime raises serious ethical, legal, and national security concerns.

Why This Matters

Canada has a responsibility to:

  • Protect its democratic institutions from foreign influence
  • Ensure that nonprofit and advocacy organizations operate independently and transparently
  • Stand firmly against regimes that commit gross human rights violations
  • Respect the voices of diaspora communities who have fled repression and violence

Allowing organizations that may function as informal lobbying arms or propaganda vehicles for authoritarian regimes undermines public trust and Canada’s commitment to human rights.

Our Demands

We call on the Government of Canada to:

  1. Conduct a full, independent investigation into the Iranian Canadian Congress, including its funding sources, affiliations, lobbying activities, and communications
  2. Assess whether the ICC violates Canadian laws related to foreign influence, lobbying, nonprofit governance, or national security
  3. Dissolve the organization if it is found to be acting on behalf of, or in coordination with, the Islamic Republic of Iran or misrepresenting the Iranian Canadian community
  4. Engage directly with diverse Iranian Canadian civil society groups, activists, and human rights organizations to ensure authentic representation

Conclusion

Iranian Canadians deserve representation that reflects their lived experiences, values, and commitment to freedom, democracy, and human rights—not organizations that normalize or excuse state violence and repression.
We urge the Government of Canada to act swiftly and transparently.
