Call for Global Safeguards and International Limits on Advanced Artificial Intelligence

The Issue

WE, the undersigned, call on governments and international institutions to establish enforceable global safeguards, limits, and oversight for advanced artificial intelligence systems.

Artificial intelligence development is accelerating rapidly across nations, often driven by competitive pressure rather than coordinated safety governance. Experts in artificial intelligence, cybersecurity, ethics, and global security have repeatedly warned that advanced AI systems may pose unprecedented risks if deployed without meaningful human control, transparency, and accountability.

Unlike previous technologies, advanced AI systems can scale instantly, operate autonomously, cross borders invisibly, and influence critical infrastructure, information ecosystems, and human decision-making. Once deployed, harmful or uncontrollable systems may be difficult or impossible to fully contain or reverse.

History shows that humanity has successfully acted together to limit technologies capable of catastrophic harm through international cooperation, treaties, and oversight mechanisms. Artificial intelligence now requires a similar precautionary approach.

We call on governments and international institutions to:

  • Establish binding international agreements governing high-risk AI development.
  • Require mandatory human oversight of critical AI systems.
  • Prohibit autonomous systems from making life-and-death decisions.
  • Enforce transparency, safety testing, and independent audits.
  • Create global oversight mechanisms for advanced AI capabilities.
