Domestic violence survivors deserve transparency. Families deserve information. California needs to act.

I am asking Californians to stand together and demand that our state establish a publicly accessible registry for people convicted of qualifying domestic violence offenses.

In 2026, California lawmakers introduced AB 2701 — the Domestic Violence Offender Registration Act. The bill would have created a California Department of Justice database for qualifying domestic violence offenders and made specified information publicly available online, while protecting identifying information about victims.

The bill was considered by the Assembly Public Safety Committee.

It failed passage.

It was reconsidered.

And it failed again.

The final committee vote was 2 in favor, 3 opposed, and 4 members not voting. AB 2701 ultimately died without becoming law.

But I don't believe this conversation should end there.

This petition is asking California to try again.

We are asking the California Legislature to introduce and pass legislation creating a statewide public domestic violence offender registry for people convicted of qualifying offenses.

A registry should:

• Apply only to qualifying convictions, not mere accusations.

• Be administered through the California Department of Justice.

• Make appropriate information publicly accessible while protecting victims' identities, addresses, and sensitive information.

• Establish registration periods based on the severity and circumstances of the offense.

• Include safeguards against harassment, discrimination, or misuse of registry information.

• Provide meaningful consequences for knowingly failing to register or keep information current.

• Give courts an appropriate process for reviewing requests for removal when legally justified.

This isn't about revenge.

It isn't about publicly shaming survivors' abusers.

And it isn't about putting someone's name on a list because they were accused of something.

This is about convictions, accountability, transparency, and public safety.

Domestic violence can happen behind closed doors, it sure did for myself. Someone can have a history of serious violence against an intimate partner or family member, and that history may be extremely difficult for a person outside the criminal justice system to discover.

People deserve the ability to make informed decisions about who they date, who they allow around their children, and who they allow into their homes.

We already believe information about certain serious crimes can be important to public safety.
Why shouldn't California have a carefully designed system that provides similar transparency for qualifying domestic violence convictions?

AB 2701 showed that this idea can be put into actual legislation.

Now we need to show our lawmakers that Californians want this issue brought back to the table.
