This is because it is ratio of voters to the population of Californians. I have sent the petition to the legislative Counsel Office with the list of 643 online signatures of supporters. I just received a response from them as following: They request I have to send in the list of 25 REAL HAND-WRITING signatures with addresses of the supporters from Registered Voters in CALIFORNIA ONLY as compliant to the policy of the legislative from the Governor office for election arrangements.
