The Issue

Stop the Warrantless Flock Surveillance Network in Caldwell

 

The residents and taxpayers of Caldwell, Idaho, are voicing their strong opposition to the imposition of a pervasive surveillance system, and are calling on the community to pack City Hall on Monday, July 6, 2026, at 6:00 PM. Without transparent public discourse, our local government has quietly locked our city into automated surveillance contracts totaling $438,458:Resolution No. 276-23: Authorizing $378,458 to establish a network of 33 tracking cameras and audio gunshot detection.Resolution No. 41-25: Allocating an additional $30,000 per year from our local police budget to expand the network by 10 more cameras.These 40+ automated cameras are designed to photograph, identify, and permanently log the movements of every vehicle traveling through our town. This is done without any warrant, probable cause, or individual suspicion. Whether you drive to work, attend church, or visit the doctor, your movements are being closely recorded and logged under a cloak of secrecy. This invasion of privacy is unacceptable and does not reflect the values held by the residents of Caldwell.Surveillance of this nature sets a dangerous precedent for government overreach. The ability to track citizens repeatedly over time can lead to misuse, undermining the trust between the community and local authorities.Our Explicit Demands to the Caldwell City Council and Mayor Mike Phillips:Invoke the Non-Renewal Clause: We demand the City Council vote to formally issue a written notice of non-renewal to Flock Safety at least 30 days prior to the contract's expiration, as legally permitted under the terms of Resolution 41-25.Halt and Decommission: Immediately cease the expansion, deployment, and operation of this surveillance network.Redirect Tax Dollars: Defund these invasive tracking measures and redirect our local tax revenues toward initiatives that genuinely enhance community safety.Pass a Privacy Ordinance: Implement a strict local ordinance requiring mandatory public hearings and a ballot vote before any future mass-surveillance technology can be considered.Join us in protecting our rights and rejecting the surveillance state.
