Build ATV trails in Lake county and Cook county

The Issue

We, the undersigned, call on the Forest Preserve Districts of Cook County and Lake County, Illinois, to expand recreational access by adding designated ATV (All-Terrain Vehicle) trails to their systems.

Illinois residents deserve diverse ways to enjoy the outdoors. While hikers, bikers, and birdwatchers have long been welcomed, ATV enthusiasts are left without safe, legal spaces to ride. This lack of access pushes riders onto unauthorized land, increasing environmental damage and community tension.

Adding ATV (All-Terrain Vehicle) trails to the forest preserve systems in Cook County and Lake County, Illinois, could offer a compelling mix of recreational, economic, and community benefits—if done thoughtfully and sustainably. Here's a structured breakdown of why this idea deserves serious consideration:

🏞️ Recreational Access & Equity
Diversifies outdoor offerings: Forest preserves traditionally cater to hikers, bikers, and birdwatchers. ATV trails would expand access to a new demographic—off-road enthusiasts—who often lack designated spaces in urban-adjacent counties.
Encourages outdoor engagement: ATVs attract users who might not otherwise engage with nature. This could foster broader appreciation for conservation and stewardship.
Supports intergenerational recreation: ATV riding is often a family activity, promoting bonding across age groups.

💰 Economic Development
Boosts local tourism: Well-managed ATV trails can draw visitors from neighboring counties and states, increasing demand for lodging, dining, and fuel.
Creates jobs: Trail construction, maintenance, and enforcement require skilled labor, potentially creating seasonal or permanent employment.
Stimulates small businesses: Outfitters, repair shops, and gear retailers benefit from increased traffic and demand.
A study on sustainable ATV trail development highlights how communities have turned trail systems into economic engines by balancing recreation with environmental care.

🌱 Environmental Stewardship (with smart planning)
Controlled use reduces illegal riding: Designated trails discourage rogue off-roading, which causes erosion and habitat damage.
Modern trail design minimizes impact: With proper grading, drainage, and signage, ATV trails can coexist with sensitive ecosystems.
Opportunities for education: Trailheads can include interpretive signage about local flora, fauna, and conservation efforts.

🧭 Strategic Planning Considerations
To ensure success, both counties would need to:

Conduct environmental impact assessments and community consultations.
Implement seasonal closures to protect wildlife and prevent trail degradation.
Enforce strict safety and etiquette rules to avoid conflicts with other trail users.
