Subject: Urgent Action Required – Ongoing Sewage Odour from Faulty Wastewater Treatment Plant on French Drive (Fieldstone Homes Subdivision)

Dear Mayor and Members of Council,

I am writing on behalf of the residents of the Fieldstone Homes community in Mono regarding the ongoing and worsening sewage odour coming from the wastewater treatment plant located on French Drive. Our subdivision approximately 337 homes, and although our petition has only been active for one week, we already have 120 homeowners’ signatures, demonstrating the overwhelming level of frustration and urgency within our community.

For the past several years—particularly the last three—the community has been subjected to daily, horrific sewage smells emanating from the plant. This is not an occasional occurrence or one that depends on wind direction or weather patterns—it is constant, year. Regardless of the wind direction or season, the odour persists and engulfs the entire community. Residents cannot open their windows or enjoy their outdoor spaces, especially in the evenings and first thing in the morning.

It is both embarrassing and unacceptable that residents of a modern, estate-style community—where homes are valued at over one million dollars—are forced to live under such conditions. The smell has become a defining characteristic of the neighbourhood, making it difficult to enjoy our properties, host guests, or even take pride in our homes.

Beyond quality of life, this ongoing issue is now directly devaluing our homes. Prospective buyers immediately notice the odour when visiting the community, making it extremely difficult for homeowners to sell their properties at fair market value. This has become a serious financial concern for many families who invested in what they believed would be a high-quality residential development.

Adding to our frustration, residents of Fieldstone Homes pay a separate monthly fee for the operation and maintenance of this wastewater treatment plant—in addition to our regular property taxes. We were told that once the subdivision was assumed by the Town of Mono, these additional fees would be eliminated. However, more than ten years have passed, the subdivision still has not been assumed, and these monthly fees continue to increase significantly despite the worsening condition of the plant. It is unacceptable that homeowners are paying more each year for a system that fails to operate properly and continues to subject the community to unbearable living conditions.

We also note that a septic truck arrives Monday through Fridayto service the facility, but no service occurs on weekends, leaving residents to endure the strongest odours every Saturday and Sunday. This clearly indicates that the system is faulty and insufficient, unable to handle the subdivision’s wastewater demands without constant manual intervention.

The Town of Mono has not yet assumed this subdivision, reportedly due to the ongoing issues with the wastewater treatment plant. Despite numerous calls, emails, and formal complaints by residents, we continue to be told that engineers are “working on a plan”—yet after three years, no progress or tangible solution has been implemented. Meanwhile, the situation continues to deteriorate and affect the health, comfort, and property values of all residents.

I was informed in previous email from Sylvia Medeiros that she will address my emailed concerns with Brookfield and they will reach out to me . Nobody from Brookfield reached out to me. With a follow up email to Sylvia I Asked for contact to speak directly to Brookfield and Sylvia responded that all communications have to be addressed to the town and cannot give me contact name to Speak with someone at Brookfield to address the community concern’s .

Brookfield Homes, the developer, has failed to respond to residents’ repeated communications or take responsibility for addressing the underlying problem. The lack of accountability from both the developer and the municipality has left residents feeling ignored, frustrated, and disheartened.

Our petition represents a unified demand from the Fieldstone community for:

1. Immediate investigation and remediation of the odour issue at the French Drive wastewater treatment plant.
2. A clear, transparent timeline for when the Town intends to assume responsibility for the subdivision.
3. Public updates and open communication regarding the actions being taken to permanently fix the plant.

4. Clarification on the future of the monthly wastewater treatment fee, including a plan to eliminate it once the subdivision is assumed by the Town.

If the subdivision treatment plant cannot be fixed within reasonable time we want the septic trucks to empty facilities 7 days week not just Monday to Friday .

The situation has reached a critical point. We urge the Town of Mono to make this issue an immediate priority and take decisive action to protect residents’ health, finances, property values, and quality of life.

Please be advised that if this matter is not addressed with urgency, the community is prepared to escalate the issue to local and regional media outlets to bring public attention to the lack of support and remediation, as well as Brookfield Homes’ continued inaction.

Our community deserves a safe, clean environment free from the constant stench of sewage and the burden of paying for a system that continues to fail.

We appreciate your prompt attention to this matter and look forward to receiving a written response outlining the Town’s next steps and expected timelines.

Please let me know if you would like a copy of the signatures from the community that have signed this petition.

Sincerely,

Diana Farrugia
