Broaden ORS criteria to include moderate needs to allow more teacher aid access

The issue

The Ongoing Resourcing Scheme (ORS) is a government-funded program which is designed to help provide additional support for students special needs. The support provided through ORS may include funding for teacher aids, assistive technology, therapy services, and other resources tailored to the student's needs. However, currently the majority of our tamariki who have a disability fall outside the current criteria for ORS funding as their needs are not classified as 'high' or 'very high'. As a result, every year more than one third of children who apply for ORS funding have their applications denied. Without ORS funding, schools struggle to support these children to achieve their potential in the classroom, which has a negative impact that is life-long. Widening the criteria for ORS funding would improve educational achievement, employment prospects and life outcomes for children from low-income families across the motu.
