Around 50 community dogs living on the Punjab Engineering College (PEC) campus were rounded up by the Chandigarh Municipal Corporation during the Prime Minister’s recent visit. The removal was understood to be a temporary security measure. However, although the visit ended weeks ago, only around 15 dogs have been allowed to return.

The remaining 35 dogs are still being kept at the Animal Birth Control Centre in Raipur Kalan because the PEC authorities have refused to permit their re-entry.

These dogs have lived peacefully on the PEC campus for years. The campus is the only home they know, and they have always depended on students, staff members and animal caregivers for food, safety and affection. Removing them from their familiar territory has caused unnecessary distress and placed them in an unfamiliar environment.

Students and volunteers have also raised serious concerns about the conditions in which the dogs are currently being kept. Reports indicate that they are confined in overcrowded spaces, are not being fed adequately and are sometimes left in unhygienic conditions. Keeping healthy community dogs confined indefinitely is neither humane nor a sustainable solution.

We request the PEC administration and the Chandigarh Municipal Corporation to:

Immediately allow all remaining PEC community dogs to return to their original campus territory.
Ensure that every dog receives proper food, medical care and humane treatment until their return.

These dogs were removed only because of a temporary event. They should not be permanently displaced because of it.
