

Bring Navy Food Service Transformation to NAS Whidbey Island
The Issue
- Sailors shouldn’t lose the value of their meal entitlement just because the mission doesn’t fit inside normal galley hours.
The Navy is currently testing a new program called Navy Food Service Transformation (NFST). Its purpose is to give Sailors more food choices, more flexible dining hours, healthier options, and better ways to actually use the meal entitlement they already receive.
How does it work?
At Naval Base Kitsap-Bangor, eligible Sailors can still eat at the normal galley, but they also have access to the Warrior Eatery, an MWR-operated food court with options such as burgers, pizza, Mexican-style food, salads, wraps, smoothies, coffee, and other meals.
Instead of paying the full price themselves, eligible Sailors can scan their CAC and use their meal entitlement toward the purchase. Each meal period has a set allowance. If the food costs more than the allowance, the Sailor simply pays the difference.
For example, if a Sailor has a $17.75 lunch entitlement and their meal costs $15, their entitlement can cover it. If their meal costs $20, they would only pay the remaining $2.25 themselves.
The Navy has also discussed eventually allowing meal entitlements to be used at participating commercial restaurants located on Navy installations, such as McDonald’s, Panera Bread, or similar NEX-contracted restaurants. That part of the program is still being developed and is not currently how the Kitsap pilot operates.
Why bring this to Whidbey?
Sailors at NAS Whidbey Island work maintenance, flight-line operations, watches, duty sections, training, inspections, extended shifts, and other schedules that do not always line up with normal galley meal periods.
A Sailor may already be entitled to a meal but still end up spending their own money because they cannot realistically get to the galley before it closes.
NFST could help by giving Sailors:
- More opportunities to use their meal entitlement
- More food choices
- More flexible dining times
- Better access to healthy food
- Less need to spend personal money on replacement meals
- A food system that works better around actual Navy work schedules
- This petition is not a complaint against Admiral Nimitz Hall Galley or its staff.
- The goal is to add more flexibility and options alongside the food services we already have.
What are we asking for?
We are asking NAS Whidbey Island and Navy Region Northwest leadership to formally express interest in Navy Food Service Transformation and request that NAS Whidbey Island be considered for a future phase of the program.
NAS Whidbey Island has not already been selected. This petition is meant to show leadership that Sailors here are interested in the program and believe it could improve quality of life, meal access, and the usefulness of existing meal entitlements.
