The Issue

A nearly completed offshore wind project has been halted—putting thousands of jobs and energy security at risk.

The Revolution Wind project off the coast of Rhode Island was 80% complete when the Trump administration issued a surprise stop-work order. No clear explanation was given, only vague references to “national security concerns.” What’s not vague? The real and immediate harm this move is already causing.

This project was on track to power over 350,000 homes across Rhode Island and Connecticut. It supports more than 2,500 U.S. jobs in shipbuilding, construction, manufacturing, and operations—with hundreds more union workers preparing to head offshore this year. Now, they’re facing sudden layoffs and an uncertain future.

The Bureau of Ocean Energy Management (BOEM) issued the stop, but the consequences fall on working families, local economies, and residents already paying some of the highest electricity rates in the country. Rhode Island and Connecticut rank in the top five for residential energy costs. This wind project wasn’t just about clean power—it was about lowering bills and creating stable, high-paying jobs.

Union leaders are calling this move a betrayal. Local tradespeople were counting on this work. Communities were counting on the energy. And taxpayers were counting on the government to finish what it started.

to immediately reverse the stop-work order on Revolution Wind and allow the project to resume construction without further delay. If national security concerns exist, they must be explained transparently—not used to quietly shut down a project that’s nearly complete.

We’re already in the “eighth inning” of this build, as Connecticut Governor Ned Lamont put it. Don’t walk away now. Finish the job. Protect the jobs. Power the homes.
