We propose establishing town councils in every built-up area with a population of at least 5,000, based on the most recent Census of Population. This initiative should define clear roles and responsibilities for town councils, provide guidelines for the election and operation of council members, and ensure ring-fenced funding along with provisions for rate collection. Additionally, mechanisms for accountability and transparency should be established, with regular reviews of areas with populations of at least 5,000 to assess the need for a town council. Consideration should also be given to the termination or boundary adjustment for towns that no longer meet the population threshold.
