Good morning, We are disappointed in the new SB 1964 language posted to Sen. Creighton's Facebook page yesterday. Last week, a letter circulated by Sen. Creighton stated that he would be adding language to the bill to "...protect 100% of the of the forest from being used by the University for anything other than its current use" and "prevent any changes to be made without public approval". According to his letter, "A&M needs to get feedback from local governments, citizens and stakeholders, should they propose any future concepts for new educational facilities in the forest". This language and intent is not reflected in the new language that was posted to Sen. Creighton: Does not specify protections for 100% of the park and only states broadly that the Board "shall preserve the natural and scenic values of the park". Does not require public feedback for future changes, leaving the decision-making up to the discretion of the board. Does not clearly define the terms "open-space use " or "natural and scenic values", leaving room for broad interpretation. The current law has protected the forest for many years. A new law is only needed to allow for the development of the forest. The proposed revision of SB 1964 will not prevent future development. Its broad language leaves plenty of room for interpretation and transfers the decision-making authority to the TAMU Board. For these reasons, we continue to call for the withdrawal of SB 1964. Any new proposals should require public feedback before being considered by the Texas Legislature and any future bill should truly protect Jones State Forest.
