Enforce stricter controls on kennel club litter registrations

Enforce stricter controls on kennel club litter registrations
The Issue
I am calling on all animal lovers to petition the government to enforce stricter guidance and legislation for the Kennel Club when allowing breeders to register litters and to ban the registration of litters produced by artificial insemination.
The kennel club currently "rely on trust" with breeders registering litters and have admitted they require no identification of the breeder and require no proof that the dam and sire who are being registered as the parents of the litter are in fact the paternal parents. The kennel club confirm this with a disclaimer at the bottom of the puppies lineage document stating " the issue of this form does not guarantee its accuracy as it is based on details supplied to the kennel club by the applicant".
The kennel club also allow breeders to change the name of the breeding dog and register more than 2 litters under one dam in one year as well as allowing litters produced by artificial insemination "from lay persons".
The lack of current policing in the kennel club regarding litter registrations means that they are providing opportunities for puppy farmers to go under the radar and for abuse and rape of dams through artificial insemination. They are allowing:
1. Breeders to register litters in excess under various names
2. Allowing breeders to over breed from dams and sires by trusting the parents that are being registered exist, when in fact it is often the same dam being bred until their bodies give out under different names.
3. Allowing puppy farmers to pose as breeders with no regard for the welfare of the dogs they breed from.
4. Allowing lay persons to artificially inseminate dams who have no control over their body and are being used as farming machines.
This petition comes from my own experience with purchasing 2 westies from a breeder in Wouldham, Rochester who sold them with blood in their faeces (giardia) which is a common condition in puppies from puppy farms due to drinking from infected water. They were also born with femoral head deformities, which progressed to patella luxation, cruciate ligament issues and severe osteoarthritis - for which they required surgeries at Fitzpatrick's and will require extensive and lifelong pain management and therapies.
Research since has uncovered the breeder has bred from various breeds going back to 2005 and often transfers the ownership of the dam (that will take her over the legal limit of breeding for that year) from her maiden to married name or family members names. In addition to registering in different names.
The breeder also has now admitted to never having had any of her breeding dogs health checked even though the dogs are registered as having had the maximum litters, let alone those litters that are not latterly registered.
Evidence further suggests due to the large litter sizes that the breeder is registering 2 litters onto one dam, all of which the kennel club fail to police.
Charities have confirmed the poor breeding and that they had to change their charity name due to the breeders attempt to associate with them as well as the breeder having employing tactics of renting homes she sells dogs from in addition to the 5 addresses already known.
I am therefore calling for legislation to be passed to enforce the Kennel club to abolish its current registration policy and enforce the charity to reinstate a new policy which has tighter control over the registration of litters and provide terms for breeders to provide proof of identity of themselves and the parentage of the litters they register as well as providing proof of the health of parents prior to mating. Due to the lack of identification required in registering litters with the kennel club and no proof required of a dog existence or pregnancy often the same dog is bred excessively and registered with the KC with different kennel club names.
I am also calling for the government to ban the Kennel Club in allowing breeders from registering litters which have been produced by artificial insemination. As well as requiring proof from the breeders that the dam has been health checked after each litter and prior to mating.
I hope by enforcing the kennel club to have stricter policing in health and registration policies puppy farmers will have less opportunities and resources to sell and breed from unwell dogs and will prevent suffering to these poor souls and owners. .
