The Issue

Living in senior housing adjacent to a proposed site for a Permanent Supportive Housing (PSH) project for the homeless has prompted me to raise my voice and bring this urgent issue to the forefront. The potential construction of this shelter also places it in close proximity to a daycare center, which raises concerns for both the elderly residents and the children who frequent the area. As a community, we must question how this project would impact our safety and well-being.

While we recognize the importance of providing support for the homeless, the location of a permanent shelter within our close-knit community in Norman, Oklahoma, stirs legitimate concerns. Senior citizens have dedicated their lives to the community and deserve to live out their days with peace of mind, free from unsolicited disruption. Placing a permanent supportive housing project near senior housing not only compromises their security but also diminishes their quality of life.

Moreover, a daycare center, daily bustling with young children, lies adjacent to the proposed site. The potential risks associated with having a permanent homeless shelter so close to a facility meant for the care and safety of children cannot be overlooked. The community's responsibility is to provide both our seniors and children with safe environments to live and grow in peace.

Instead of building a permanent shelter in a sensitive area, we propose exploring alternative locations that do not directly impact vulnerable community members. By collaborating with city planners and local authorities, we can identify suitable sites that both serve the needs of the homeless and protect the welfare of our seniors and children.

We are calling upon the City of Norman’s authorities and responsible stakeholders to reconsider the location of this Permanent Supportive Housing project. The safety, security, and tranquility of our community depend on making informed and considerate decisions. We urge you to join us in protecting our community by signing this petition. Together, we can ensure a safer, more harmonious environment for everyone.

Responded
Thank you for bringing your concerns elevated in this petition to my attention. While the location mentioned in the petition falls within Ward 1 and not my ward (Ward 4), I want to be transparent about where I stand on this issue. As one of nine members of the Norman City Council, I intend to vote yes on any measures that support the development of Permanent Supportive Housing in this location or in any area of Norman where access to health care, transportation, and food can help ensure long-term success for residents. It’s important to clarify that Permanent Supportive Housing is not a homeless shelter. It is a nationally recognized, evidence-based solution that provides members of our community with stable housing paired with the supportive services they need to remain housed and thrive. I understand that housing policy can raise strong emotions and concerns, especially when change is happening close to home. I remain committed to policies that are rooted in compassion, data, and the long-term well-being of our community. Sincerely, Councilmember Helen Grant Ward 4, Norman City Council
