I am a content creator who makes cooking content specifically for people living with disabilities. I am also someone who has multiple relatives who live with disabilities. Some of my loved ones rely on home health care services to stay safe and supported in their own homes. These services are crucial to both people with physical disabilities that cause limited mobility and people with mental health issues like autism and down syndrome.

The current administration has enacted legislation that directly and disproportionately endangers the lives of Americans living with disabilities. In July of 2025, Congress passed the Budget Reconciliation Act of 2025 (H.R. 1) also known as the One “Big Beautiful Bill” Act. This bill was sold on the promise to cut “wasteful” and “fraudulent” spending, but the reality of this bill is that it targets the most vulnerable members of our society: the elderly, disabled, and impoverished. The Big Beautiful Bill cut nearly $1 trillion from Medicaid, the largest cut to medicaid in this nation’s history. This change impacts the 70 million Americans who rely on Medicaid for health insurance. 

The Medicaid services that are most at risk due to this legislation are home and community-based services (HCBS). These services provide home health care for people living with disabilities and hospice services for those who are nearing the end of their lives. HCBS offers services such as protective supervision, transportation to doctor’s appointments, and the activities of daily life such as bathing, dressing, feeding, grooming, and meal preparation. 

Without assistance with these activities, disabled people would have no other choice but to be institutionalized. Disabled people would have to live in skilled nursing facilities, mental health treatment centers, memory care facilities, or hospice facilities instead of in their own homes with their families. This would not only rob vulnerable people of their autonomy, safety, familial and other forms of community-based support, it would cost the government even more money. 

Television personality, Dr. Mehmet Oz, serves as the Administrator of the Centers for Medicare and Medicaid Services. He is the leader of the very federal agency that is responsible for administering Medicaid throughout the entire country.
