The purpose of this petition is to bring awareness and thus create change to the issue of corruption and parental alienation within the judicial and school systems  in Eastern Kentucky.  We are as a community asking that Rowan County DCBS office, Judge David Barber, Gene Detherage, Cecil Watkins, Steve Neal, Earl Rogers, Donna Dixon of the Family Healing Center as well as Rowan County Schools, Principal Casey Hall, former Super Intendent John Maxey, former Principle Abby White, and former Special Education Supervisor  Julie Fannin all be investigated for the coverup of abuse of a child and ongoing parental alienation against his mother.  Evidence was suppressed and abuse was ignored.  Through a facade of conjecture against the mother, a false narrative and  slanderous mischaracterization was  crafted to discredit.  All of this was done to protect the image of the school instead of protecting the well-being of the child.

On January 5th of 2022 there was an incident occurring at McBrayer Elementary that was never properly investigated by the Rowan County School Board, nor any other outside source including the Rowan County DCBS office or even the Rowan County Sheriff's Department.  The mother of the child made every effort to protect the child, even placing the child in a private school so that an investigation could be conducted.  However despite the mother's efforts to carefully document and report the alleged incident and to protect the child, a court order was made at the hand of Judge Barber for the child to be returned to the school where the alleged incident occured  without any outside investigation ever taking place.

When the mother insisted an investigation take place, the child was removed temporarily by the DCBS Office, but no case plan was issued or paperwork given to the mother and no findings of abuse or neglect were substantiated regarding the mother.  Proper procedures were never followed, instead In May of 2022 Gene Detherage was given temporary custody of the child without a hearing being conducted. One month later Gene Detherage was appointed to Kentucky Governor Andy Beshear's Recovery Ready Communities Advisory Council, as well as being an outreach and engagement specialist with The Fletcher Group.

On November 1st of 2022 a sham custody trial took place where it appears the outcome was predetermined.  The mothers own attorney neglected to adequately represent her and even covered for McBreyer as well by insinuating that perhaps the mother was being "overprotective" by placing her child in the private school but this was not a good reason for her to lose custody.  The mother was told that her evidence has been entered for the hearing but months later discovered that her  most relevant documents were not listed.  After discovering this and filing a motion herself,  Judge Barber transfered the case to another judge.  After this happened the mother was told that she was not allowed to go into the clerks office anymore, a clear civil rights violation as this would impede her ability to represent herself.

The child's mother has been fighting for the past four years to have visitation with the child even though there has never been a no-contact order issued.  The current Judge has ordered re-unification therapy but due to Mr. Detherage's position as a public figure it would appear that bias has taken place, and despite the mother taking every possible action to be reunited with the child there has still been no progress or results toward reunification.

As if these facts are not disturbing enough Mr. Detherage has a prior history of alcoholism, extreme domestic violence and abuse towards the child's mother.  He was prosecuted for some of these events but has since expunged his record.  However, the mother has all of these records and has filed them but has been ignored entirely.

If you would like to make a difference and affect change for this mother and child, as well as the many other families suffering from injustice in Eastern Kentucky, especially Rowan County, please sign our petition today! By doing this you'll make a valid showing of support in these unfortunate and outrageous circumstances.

Hopefully our voices, together, will not be denied.
