Betula Lake Water Levels - The Need for Change
The Issue
The residences, cottagers (at Betula and other lakes negatively impacted along the Whiteshell River system) and stakeholders of Betula Lake undersigned, are in agreement that the fixed weir outlet structure is not adequate to control and maintain Betula Lake's target lake level. Due to multiple upstream control structures with the ability to regulate flows and upstream lake levels, Betula Lake is negatively impacted under periods of high river flow and periods of low river flow as the fixed weir is unable to compensate for changes in river flow. Negative impacts include but are not limited to:
Low River Flow:
- Excessively low water levels – infrastructure becomes unusable – docks, boat launch, boat lifts, boathouses, beaches etc.
- Weed and algae growth – eliminates potential for recreational activities including swimming, boating, fishing, etc.
- Poor water quality
- Reduction in property values as the lake becomes unusable for its intended purpose (recreation)
High River Flow:
- Flooding and damage to infrastructure – docks, boat launch, boat lifts, boathouses, beaches etc.
- Shoreline erosion.
In addition to the above; residences, cottagers and stakeholders of Betula Lake undersigned, are in agreement that the current summer target lake level elevation of 988.20’ (above sea level) is not adequate. Raising and maintaining a summer target level of at least 6’’ greater than the current summer target level is necessary to maintain viable recreation opportunities and ensure healthy lake water quality.
Fees paid by residences, cottagers and stakeholders are similar, or greater, than those paid by nearby lakes which have operable control structures that can regulate water flow and lake levels needed to mitigate negative impacts associated with fluctuating river flow.
