Better Transit for More People: Front & Energy Park Rapid Transit Alignment

The Issue

Our community supports strong public transit and transportation equity for all.

Metro Transit is planning to build an Arterial Bus Rapid Transit (BRT) line to replace Local Route 3. This line will connect Eastside Saint Paul to Downtown Minneapolis, and is intended to be a faster, more frequent, round-the-clock service with larger $1.5 mil station stops. 

The current plan for the new route leaves out the Front Avenue & Energy Park Drive portion that is currently served by Route 3B, and instead places the line through the small residential area served by the 3A that has significantly lower ridership. 

We urge city and regional leaders to place the BRT where it can serve the most people, equitably and efficiently. 

We are asking for a minor adjustment in the placement of the proposed BRT route, so that it can serve the businesses and higher populations on Front Avenue and Energy Park Drive. This improvement of the route would:

✅ Reach 2,500+ more households
✅ Provide connection to 6,000+ more jobs  
✅ Improve access to healthcare, schools, & community services
✅ Support small businesses along Dale St & Front Ave
✅ Provide faster, more reliable travel times

This small adjustment to the route improves transit equity for a greater range of economic and racial diversity, and provides 24-hour access to important day-to-day needs without adding time to the overall route. This change keeps the BRT running on roads that already function as major arterial roadways -- ideal for fast and reliable service and sustainable investment.  

Right Service, Right Place.

The current plan routes high-capacity rapid transit through a lower-ridership residential area along traffic-calmed streets designed to limit vehicle volumes and speeds. It would be the only BRT route in the Twin Cities to use smaller local roads. This alignment presents safety and visibility concerns, and creates slow-downs for the large, double articulated buses.     

This residential and park area (currently served by the 3A) remains important for public transit. We propose serving this area with a local bus route or a demand-responsive Metro Micro service, better suited for small residential streets and ridership levels. These options would allow for more frequent stops and provide greater flexibility to expand access to more destinations throughout Como Park.    

Our Goal

Our goal is to ensure Bus Rapid Transit is placed where it serves the most people possible — equitably, efficiently, and safely. A BRT line on Front Avenue and Energy Park Drive expands access to thousands more households and jobs, improves connections to essential services and small businesses, and provides faster, more reliable service where we need it most.

This petition calls on city and regional leaders to make a small but impactful route adjustment that delivers the right service in the right place — maximizing public investment and advancing transit equity for the broader community.
