Minister of the Department of Environment & Climate Change of Newfoundland and Labrador

Minister of the Department of Environment & Climate Change of Newfoundland and Labrador
The Issue
In June 2021 the residence of Salmon Cove and the surrounding area witnessed a green discoloration and hundreds of dead fish (wild Atlantic Salmon and various species of trout) starting in Forest Pond, running into connected waters ways which extended to Salmon Cove Sands “Provincial Park'' and the Atlantic Ocean.
In descending order by proximity to the Lagoon, the waterways are as follows: Forest Pond, Salmon Cove Pond, and Harry's Pond which are all connected by Salmon Cove River. This river is listed as a scheduled salmon river running from Forest Pond ending at Salmon Cove Sands / the Atlantic Ocean. These bodies of water are located geographically below the Town of Victoria's sewer treatment facility (Lagoon).
Concerned Residents in the Town of Salmon Cove were granted access for a third-party company to take samples from the Town of Victoria's lagoon system. It has caused a large debate whether the sewer facility in the Town of Victoria may be a contributing factor.
We, the Citizens and Residents of The Town of Salmon Cove and The Town of Victoria in Newfoundland and Labrador (and our supporters) call upon the Minister of the Department of Environment and Climate Change, Bernard Davis to:
- Request a formal investigation and evaluation into the Town of Victoria's sewer treatment system (Lagoon), its maintenance records, operation and feasibility, and its compliance or non-compliance within government regulations by government departments applicable and provide a formal report on the results of both the investigation and evaluation.
- Request a formal evaluation on the Town of Victoria's sewer treatment system and determine its direct or indirect effect on shared waterways and bodies of water in either municipality listed above and provide a formal report on the determination.
- Request a formal investigation into both towns’ individual and shared waterways and all potential constituents they may contain, and to be provided a clear and concise report of pollutants.
- If it is determined there is a detriment to bodies of water located within either jurisdiction of the Town of Salmon Cove or The Town of Victoria we request a formal assessment, proposition, and implementation of a solution to any issues discovered.
- We also request all information gathered for any of the above to be supplied to both the Town of Victoria and The Town of Salmon Cove's Council.
