The Issue
Petition for Accountability in Civic Grievance Redressal under the Greater Bengaluru Authority (GBA)

Respected Authorities,
Bengaluru’s citizens deserve a civic system where accountability applies equally—to citizens, officials, and contractors alike.
Today, AI-powered systems penalize ordinary people for traffic violations within hours. Yet when civic duties are ignored—when potholes reappear, garbage piles up, or services fail—those responsible face no real consequence.
Current grievance systems under BBMP and allied agencies often show “resolved” cases on paper/Sahaaya App, while problems on the ground persist. Citizens are left frustrated by lack of accountability.
We, the undersigned, call for a legally enforceable accountability mechanism under the GBA, with the following measures:
Digital Accountability Trails:
Every civic official, contractor, or agency must maintain timestamped, geo-tagged records of work done—visible in real time to citizens.
Transparent Escalation & Public Disclosure:
Unresolved grievances must automatically escalate to higher authorities, with public dashboards showing responsible officers, pending actions, and deadlines.
Independent Audit & Verification:
Third-party audits must verify all “closed” grievances and penalize falsified closures.
Penalties for Negligence:
Officers and contractors who repeatedly fail to perform should face fines, suspensions, or blacklisting—with the same speed and automation used to fine citizens.
Empowered Local Participation:
Ward Committees and Area Sabhas must have statutory authority to review grievance closures and approve contractor payments.
Legislative Backing:
Amend the GBA Act to enshrine these accountability and transparency provisions as citizen rights—not mere administrative guidelines.
Conclusion:
We urge the GBA to establish a civic accountability system where the law applies evenly—where officials are as answerable for failure as citizens are for mistakes.
Only then will Bengaluru become the truly responsive city its people deserve.
