Safeguard Earlham House Shops: Say No to NPE’s heavy-handed parking enforcement
The Issue
Earlham House shops provide a vital community facility, but the livelihood of local shopkeepers is being undermined by National Parking Enforcement (NPE)’s over-zealous enforcement of parking.
Bellgold Properties Ltd, who own the Earlham House freehold, have contracted NPE Ltd to run parking at Earlham House. NPE Ltd uses CCTV to captures photos of vehicles 24 hours a day and issue numerous parking invoices on unreasonable grounds. These include: drivers parked with one wheel on the white line of a parking bay for a few minutes in an empty car park; disabled drivers billed even when displaying a blue badge; parents with children unfairly penalised.
The government banned local authorities in 2014 from using CCTV to enforce parking on streets, saying CCTV "should be used to catch criminals, and not as a cash cow.” We call on Bellgold Properties Ltd to require National Parking Enforcement Ltd (NPE) to remove CCTV for controlling parking and to adopt a reasonable approach to parking.
