"Becky's Legacy: Make Clockface Safer with a 20mph Limit"

The Issue

Clockface Road in St Helens is a residential route where traffic regularly exceeds safe speeds.

Despite being lined with homes, schools, and community spaces, the current 30 mph limit leaves pedestrians, cyclists, and families at risk.

Residents have witnessed near misses, speeding vehicles, and unsafe conditions for children walking to school and older people crossing the road.

This petition calls for a reduction to 

20mph by 2026 - a proven measure that reduces the risk and severity of collisions, calms traffic, and saves lives.

The campaign is launched in memory of Becky Hall, whose story reminds us that every life lost on our roads is one too many. Slower speeds mean safer streets, and safer streets mean a stronger, more caring community.

 

Substantial research confirms that lowering speed limits saves lives. A major UK study published in 2025, reviewing more than 20 studies and 260 separate effects, found that:

 


- Crashes decreased by 26.45% overall

- Sign-only schemes still achieved a 21.6% reduction in crashes

- Casualties reduced by 22.9%

- The benefits of lower speed limits in urban areas were clearly confirmed
