Pay PAYE fixed term contract and agency workers a wage due to COVID-19 and loss of work

The Issue

For the government to have a debate and authorise wages to be paid for PAYE fixed term contract and job agency workers during the coronavirus outbreak, including part-time jobs. This must at least match the 80% promised to self-employed workers and Staff Employees. 

The majority of the TV and film industry are employed via fixed term contracts and these people have been forgotten by the government. Many people have either lost their current job or had their next contract cancelled due to the COVID19 virus. The majority of the film and TV industry has closed down due to the virus outbreak, to help reduce further spread of the virus and are unemployed out of no fault of their own. 

People who are paid PAYE by a job agency to work at several companies covering administrative roles have also been forgotten. They are not entitled to sick pay or any pay when out of work due to the COVID19 virus. 

The PAYE fixed term contracts and job agency members of our community will struggle during the outbreak and could end up in debt due to loss of earnings, creating a deficit due to not being able to keep up with payments. 

These types of contracts involve negotiable rates, resulting in different pay for each contract. These workers should be assessed the same as Self-employed workers. HMRC should check three years of books for each individual to work out an average wage per year and use this information to calculate the 80% wage payout for each individual. 

We are asking for the governments help during this difficult time, to treat fixed term contracts and agency staff with the same fairness and support that has been promised to the self-employed and staff employees.
