The perfect storm for a health crisis happens to be the combination of factors making money for the vape industry, especially the huge UK tobacco/vape companies, and for the government until health costs far outstrip the dollars got from vape sales. 

 1. Sell a highly addictive fruit-smelling, inhalable aerosol product, able to deliver nicotine all the way through the delicate airways, the final branches only 1 mm diameter wide, to the tennis court size surface area of over a million tiny air sacs where it passes into the blood, and is carried to the brain, creating a dizzying high. Put it in a concealable slim pen-like device.

 2. Create a massive marketing campaign directed to youth, making it cool, drench the community with retail outlets, alluring shops, and online sales, and have a government which legalises all this, including all retailers, dairies, service stations etc, being permitted to display and sell 3 flavours after paying a $600.00 one off fee.

 3. Have the government promote it, including through tv ads, as almost harmless and the perfect way to quit smoking tobacco, and in fact needed throughout the community to help tobacco smokers quit

 4. Have no government vape or nicotine quitting programmes, just programmes directing tobacco smokers to vape

 5. Have a government ignoring pleas from the community, including the President of Secondary Principals Association of NZ saying there are huge problems in our schools with many children vaping and they had never had this kind of problem with the very rare instances of tobacco smoking, and from health professionals and clinical groups to regulate vapes tightly, and make availability only from pharmacies or or via prescription. 

6. Have big tobacco/vape corporations lobbying hard.
