Ban the Sale of Parrots in Pet Stores Across Rhode Island

The Issue

As someone that is a part of the RIPR organization dedicated to the welfare and protection of parrots, we are deeply troubled by the neglect and mistreatment these intelligent creatures endure at the hands of profit-driven pet stores. These establishments prioritize sales over the well-being of the animals they sell, leading to poor breeding practices, inadequate care, and uninformed buyers who are unprepared for the lifelong commitment that parrots require.

Pet stores not only sell parrots irresponsibly but also fail to meet their basic needs while in their care. Many stores house parrots in glass enclosures, isolating them from proper social interaction, with inadequate space, poor diets, and little to no enrichment. It is common to see parrots in these settings without a single toy—a cruel and harmful practice for such highly intelligent and active birds. 

This cycle of neglect and mistreatment often results in improper socialization, severe behavioral issues, and eventual abandonment—a burden that falls on rescues like Rhode Island Parrot Rescue, which is already overwhelmed with surrendered birds in desperate need of proper care.

Parrots are highly intelligent, emotionally complex, and socially driven animals that require specialized diets, enrichment, and lifelong commitment. Yet, pet stores sell them impulsively, with little regard for their unique needs. Many buyers are unaware that parrots can live 50+ years, leading to heartbreaking cases of neglect, rehoming, or even euthanasia when their owners can no longer provide for them.

We urge the Rhode Island legislature to prohibit the sale of parrots in pet stores statewide. This ban would:
✅ Reduce impulse purchases, ensuring birds only go to homes prepared for their lifelong needs.
✅ Eliminate support for unethical breeding operations, which mass-produce birds without concern for their health or well-being.
✅ Alleviate the strain on rescues, which are overwhelmed with surrendered birds.
✅ Encourage adoption and rehabilitation, prioritizing responsible placements over profit-driven sales.

Parrots are not merchandise—they are sentient beings who deserve respect, care, and a forever home with knowledgeable, committed caregivers. By banning the sale of parrots in pet stores, we can take a crucial step toward preventing suffering and exploitation in Rhode Island.
