The Issue

I am deeply concerned about how the cities of Manitowoc and Two Rivers, Wisconsin, are quietly transforming into surveillance hubs without public consent. As a parent raising my sons in this community, I refuse to let them grow up under the scrutinizing eyes of 30 Flock Safety mass surveillance cameras installed across our neighborhoods. No one should have to feel like they're being incessantly watched simply for living their daily lives.

These automated license plate readers may be framed as tools for public safety, but they operate more like an unconstitutional digital dragnet, monitoring the movements of law-abiding citizens. Not only do these cameras track every driver's movements in real-time, but they also collect this data indiscriminately, creating a database without clear consent or adequate protection of our privacy rights.

The chilling effect that this surveillance can have on personal freedom and civil liberties cannot be overstated. The Fourth Amendment of the U.S. Constitution protects citizens against unreasonable searches and seizures. However, these cameras bypass our rights, making us feel like suspects in our own neighborhoods without any legitimate cause.

Moreover, there is little evidence to suggest that such pervasive monitoring effectively reduces crime rates. A report from the Electronic Frontier Foundation highlights numerous concerns about the efficacy and data security of such systems, noting that they often serve as more of a precautionary measure for municipalities rather than a proven crime deterrent. In fact, communities have effectively protested and succeeded in removing similar systems across the country once these issues were brought to light.

It is not too late to reverse this encroachment on our freedoms. We should demand our elected officials to prioritize transparency and civil rights by immediately deactivating and removing these cameras. It is time to implement community-led initiatives and fostering communication should be prioritized over invasive surveillance. Let us champion a future where we can all live freely without fear of unwarranted tracking.

Please sign this petition to urge the mayors and city councils of Manitowoc and Two Rivers to take action now. By doing so, you are standing up for the rights of every resident who values their privacy and wishes to protect future generations from growing up in a surveillance state. Together, we can safeguard our civil liberties and create a safer, more open community for everyone.
