Petition to Ban the Official Flag of the Islamic Republic of Iran in Germany and Across Europe

To the European Parliament, the European Commission, the Council of the European Union, the German Bundestag, and the Governments of European Nations,

We, the undersigned citizens, residents, members of the Iranian diaspora, and supporters of democracy and human rights, call upon European institutions and governments to review and prohibit the public display of the official flag of the Islamic Republic of Iran within the European Union.

This petition is not directed against the people, culture, history, or national identity of Iran. On the contrary, it is intended to stand with the Iranian people, who for decades have struggled for freedom, democracy, human dignity, and fundamental rights.

For millions of Iranians, the official flag of the Islamic Republic is not merely a national symbol. It represents a regime that has systematically violated human rights, suppressed political opposition, imprisoned journalists and activists, discriminated against women and minorities, and carried out executions to maintain power.

The Islamic Republic has also been associated with regional destabilization, support for armed proxy groups, international security concerns, and the activities of the Islamic Revolutionary Guard Corps (IRGC).

Consistency with the Position of the European Parliament
The European Parliament has repeatedly expressed its solidarity with the Iranian people and their struggle for freedom, democracy, and human rights.

In 2026, President of the European Parliament Roberta Metsola declared:

“The people of Iran have been under the boot of a forceful theocracy ... living under a regime that refuses to tolerate dissent, pluralism or liberty.”

The European Parliament has further:

Condemned the repression of protesters, dissidents, political prisoners, and religious minorities in Iran.
Called for stronger sanctions against officials responsible for repression and human rights violations.
Supported restrictions against members of the IRGC and individuals associated with the regime.
Expressed support for a democratic transition in Iran.

Called for representatives of the Iranian democratic opposition to be engaged and heard in European institutions.

Reaffirmed that the Iranian people are the sole legitimate source of sovereignty in Iran.
President Metsola also stated:

“We will not allow them a platform in Europe to legitimise their brutality.”
If representatives of the regime can be denied platforms within European institutions due to their role in repression and brutality, it is reasonable to review whether the official symbols of that regime should continue to enjoy unrestricted public legitimacy within Europe.

We Therefore Call Upon European Institutions and Governments To:
Review the legal and political status of the official flag of the Islamic Republic of Iran within the European Union.

Prohibit the display of the official flag of the Islamic Republic of Iran at government institutions, publicly funded events, and official state functions.

Examine whether the flag constitutes a political symbol of a regime responsible for severe and systematic human rights violations.

Demonstrate solidarity with the Iranian people and their aspiration for freedom, democracy, secular governance, and respect for human rights.

Ensure that European values of liberty, democracy, human dignity, and the rule of law are consistently upheld.

Our Message
Europe has rightly taken a firm position against repression, terrorism, and human rights violations wherever they occur.

The Iranian people deserve the same solidarity.

This petition is a call for Europe to stand clearly with the victims of oppression and with the democratic future of Iran.

A free Iran.
A democratic Iran.
A secular Iran.
A peaceful Iran.

دادخواست برای ممنوعیت پرچم رسمی جمهوری اسلامی ایران در آلمان و سراسر اروپا
خطاب به:
پارلمان اروپا، کمیسیون اروپا، شورای اتحادیه اروپا، پارلمان فدرال آلمان و دولت‌های کشورهای اروپایی

متن دادخواست
ما، امضاکنندگان این دادخواست، شامل شهروندان، ساکنان اروپا، ایرانیان خارج از کشور و حامیان آزادی، دموکراسی و حقوق بشر، از نهادهای اروپایی و دولت‌های کشورهای عضو اتحادیه اروپا درخواست می‌کنیم که وضعیت حقوقی و سیاسی پرچم رسمی جمهوری اسلامی ایران را مورد بازنگری قرار داده و نمایش عمومی آن را در اروپا ممنوع کنند.

این دادخواست علیه ملت ایران، تاریخ ایران، فرهنگ ایران یا هویت ملی ایرانیان نیست. برعکس، این دادخواست در حمایت از مردم ایران است؛ مردمی که دهه‌ها برای آزادی، دموکراسی، کرامت انسانی و حقوق بنیادین خود مبارزه کرده‌اند.

برای میلیون‌ها ایرانی، پرچم رسمی جمهوری اسلامی تنها یک نماد ملی نیست؛ بلکه نماد حکومتی است که به سرکوب گسترده سیاسی، نقض سیستماتیک حقوق بشر، اعدام مخالفان، زندانی کردن روزنامه‌نگاران و فعالان مدنی، تبعیض علیه زنان و اقلیت‌ها و محدود کردن آزادی‌های اساسی شهروندان شناخته می‌شود.

جمهوری اسلامی همچنین با بی‌ثبات‌سازی منطقه، حمایت از گروه‌های نیابتی مسلح، تهدید امنیت بین‌المللی و فعالیت‌های سپاه پاسداران انقلاب اسلامی گره خورده است.

همسویی با مواضع پارلمان اروپا
پارلمان اروپا بارها همبستگی خود را با مردم ایران و مبارزه آنان برای آزادی، دموکراسی و حقوق بشر اعلام کرده است.

خانم روبرتا متسولا، رئیس پارلمان اروپا، در سال ۲۰۲۶ اعلام کرد:

«مردم ایران سال‌هاست زیر چکمه یک حکومت دینی سرکوبگر زندگی می‌کنند؛ حکومتی که هیچ‌گونه مخالفت، تکثرگرایی یا آزادی را تحمل نمی‌کند.»

پارلمان اروپا همچنین:

• سرکوب معترضان، زندانیان سیاسی، مخالفان و اقلیت‌های مذهبی در ایران را محکوم کرده است.

• خواستار تشدید تحریم‌ها علیه مسئولان جمهوری اسلامی و عاملان نقض حقوق بشر شده است.

• از اعمال محدودیت علیه اعضای سپاه پاسداران و وابستگان رژیم حمایت کرده است.

• از گذار دموکراتیک در ایران حمایت کرده است.

• خواستار گفت‌وگو و همکاری با نمایندگان اپوزیسیون دموکراتیک ایران شده است.

• تأکید کرده است که تنها مردم ایران منبع مشروع حاکمیت در کشور هستند.

رئیس پارلمان اروپا همچنین اعلام کرد:

«ما اجازه نخواهیم داد که آنان در اروپا از تریبون‌های ما برای مشروعیت‌بخشی به خشونت و سرکوب خود استفاده کنند.»

اگر نمایندگان رژیم به دلیل نقش خود در سرکوب و نقض حقوق بشر از نهادهای اروپایی کنار گذاشته می‌شوند، منطقی است که نمادهای رسمی همان رژیم نیز مورد بازنگری قرار گیرند.

از نهادهای اروپایی و دولت‌های کشورهای عضو درخواست می‌کنیم:
۱. وضعیت حقوقی و سیاسی پرچم رسمی جمهوری اسلامی ایران را در اتحادیه اروپا مورد بررسی قرار دهند.

۲. نمایش این پرچم را در نهادهای دولتی، برنامه‌های رسمی و رویدادهای عمومی وابسته به دولت ممنوع کنند.

۳. بررسی کنند که آیا این پرچم به عنوان نماد حکومتی شناخته می‌شود که مسئول نقض گسترده و سازمان‌یافته حقوق بشر است یا خیر.

۴. همبستگی خود را با مردم ایران و خواست آنان برای آزادی، دموکراسی، حکومت سکولار و رعایت حقوق بشر نشان دهند.

۵. ارزش‌های بنیادین اروپا شامل آزادی، کرامت انسانی، دموکراسی و حاکمیت قانون را به شکلی یکسان و بدون تبعیض اجرا کنند.

پیام ما
اروپا همواره در برابر سرکوب، تروریسم و نقض حقوق بشر موضع گرفته است.

مردم ایران نیز شایسته همین حمایت و همبستگی هستند.

این دادخواست دعوتی است برای ایستادن در کنار قربانیان سرکوب و حمایت از آینده‌ای آزاد، دموکراتیک و صلح‌آمیز برای ایران.
