Official Council Report Exposes Deep Flaws in UK Zoo Legislation

We have now obtained and reviewed the official local council Health and Safety Officer’s report regarding the decision to euthanise the pack. What this document reveals is precisely why our petition demands urgent national reform:
Admission of Management Failure: The report states that attempts to separate or medically treat the wolves failed because the animals became overly stressed, panicked, and damaged fences. Under current laws, a zoo's inability to safely manage its own animals is being used to justify execution rather than triggering a mandatory transfer to a specialist sanctuary.
The "Unethical to be Alone" Trap: The trust claimed transferring the wolves or keeping a solitary survivor was "unethical." Yet, specialized UK sanctuaries successfully manage single wolves and complex grief every day. Zoos are using a false binary choice—pack life or death—while ignoring lifetime sanctuary care.
Too Little, Too Late: An independent veterinary inspection was only carried out AFTER the entire pack had already been killed, inspecting an empty enclosure based entirely on retrospective paperwork. There is zero real-time, independent oversight during a live crisis.
Section 9 of the Zoo Licensing Act 1981 is titled "Secretary of State's standards" and consists of the following text:
"After consulting such persons on the list and such other persons as he thinks fit, the Secretary of State may from time to time specify standards of modern zoo practice, that is, standards with respect to the management of zoos and the animals in them."
This basically states that zoos and wildlife parks can basically do as they see fit and don't have to do anything in terms of even contacting sanctuaries for advice. THIS MUST CHANGE!!!
Where We Go From Here:
We refuse to let these lives be swept under the carpet by bureaucratic rubber-stamps. We have formally escalated our policy proposals straight to DEFRA and the Animal and Plant Health Agency (APHA), and all documentation and evidence have now been shared with the Born Free Foundation to challenge the loopholes in the 45-year-old Zoo Licensing Act.
The current framework lets facilities kill healthy apex predators out of administrative convenience. With your continued backing, we are fighting to ensure no other UK zoo can handle a pack breakdown this way ever again.
